Subject matter and area covered by the Local Plan
Cherwell District Council has prepared the Local Plan Review 2042 for submission to the Secretary of State. The Local Plan covers the whole administrative area of Cherwell District and covers the time period from 1st April 2020 to 31 March 2042. Once adopted, the Local Plan Review 2042 will replace the Cherwell Local Plan Local Plan 2011- 2031 (Part 1) and Cherwell Local Plan 2011 – 2031 (Part 1) Partial Review – Oxford’s Unmet Need and the saved policies from the 1996 Cherwell Local Plan.
The public consultation on the County Council’s strategic vision for improved rail travel in Oxfordshire over the next 15 years (OxRAIL 2040) is live at https://www.oxfordshire.gov.uk/railplan. We would be grateful if PTRs could promote the consultation in their communities and encourage completion of the questionnaire. All relevant documentation can be found via the above link.

The Consultation is running until midnight on Sunday 6th July.
What this consultation is about
This framework is about how part-night lighting could be implemented in Oxfordshire. It is not about whether part-night lighting is right for specific areas. In September 2025, the council's cabinet will decide whether or not to move forward with part-night lighting. If the decision is to proceed, we are proposing that towns, parishes or Oxford city wards apply for part-night lighting schemes in their areas and that a public consultation is carried out for each scheme.

Blackthorn is a small village 3 miles southeast of Bicester on the Oxfordshire and Buckinghamshire border. The parish is bounded by the River Ray to the south and the village lies between the A41 and B4011 main roads.
Grounded in Celtic history settled by the Romans and overrun by the Saxons, Blackthorn was then lost to history until the late 16th century. A hamlet of neighbouring parish Ambrosden, Blackthorn did not become a village in its own right until Queen Elizabeth I sold it to John Denton of Ambrosden for the princely sum of £612 3s. 9d.
Throughout the 17th, 18th and 19th centuries Blackthorn had prosperous local businesses, a chapel and school and was a thriving farming community. This sense of community spirit is still at the heart of the village today.
