Cherwell District Council – Local Government Reorganisation

After months of waiting, we now know the future of local government in Oxfordshire and West Berkshire. Today, the government announced that from 1 April 2028, all our existing councils will be replaced by three brand new unitary councils.

The new councils will be:

  • Northern Oxfordshire Council – covering West Oxfordshire and most of the existing Cherwell districts.
  • Greater Oxford Council – covering the existing Oxford City area.
  • Ridgeway Council – covering the existing South Oxfordshire and Vale of White Horse districts together with West Berkshire.

We have today issued a press release https://www.cherwell.gov.uk/news/article/1329/government-confirms-three-new-unitary-councils-for-oxfordshire-and-west-berkshire-in-2028 in response to the announcement.

The transition planning well underway. All the Oxfordshire councils plus West Berkshire have been working together for some time to ensure we are ready to move forward together to implement the new structure, regardless of the decision.

Cherwell District Council – Summer Events

Summer Events Calendar
The Cherwell Youth Activators will be running a series of free events throughout the summer holidays to keep children active. These include free park and playzone sessions with a different sport focus each week at parks in Banbury, Bicester and Kidlington. They will also be hosting two carousel activity sessions where children and their families can come along and try some arts and crafts, physical activity and a food activity. On 19th August, the Activators are hosting a Have-a-go event from 1-3pm at Spiceball Leisure Centre where families can drop in and try a range of sports and activities for free. During the last week of August, there is an Active Leaders course taking place in Banbury for 14-18 year olds to learn valuable leadership skills (costs £50 for the 5 day course). Movement and Place Plan: Bicester and Mid Cherwell | Let's Talk Oxfordshire

 

These documents set out the transport investment priorities for each area and form a key part of Oxfordshire County Council’s Local Transport and Connectivity Plan (LTCP). Your input is vital in shaping the future of transport and connectivity in your communities.

 

To promote the consultation, we will be holding a public consultation event where we will be listening and engaging with members of the public, so we can learn more about local views. This will be held at:-

 

📍 Bicester – Friday Market, Sheep Street - 14th November between 09:00 – 16:00

 

This consultation will run until 1 Monday December 2025 closing at 11.59pm

On this site we will publish Council meeting information, latest news, Parish Council events and village information. Whether you are a villager or visitor we hope you will find all the information you need.

About Blackthorn

Blackthorn is a small village 3 miles southeast of Bicester on the Oxfordshire and Buckinghamshire border. The parish is bounded by the River Ray to the south and the village lies between the A41 and B4011 main roads.

Grounded in Celtic history settled by the Romans and overrun by the Saxons, Blackthorn was then lost to history until the late 16th century. A hamlet of neighbouring parish Ambrosden, Blackthorn did not become a village in its own right until Queen Elizabeth I sold it to John Denton of Ambrosden for the princely sum of £612 3s. 9d.

Throughout the 17th, 18th and 19th centuries Blackthorn had prosperous local businesses, a chapel and school and was a thriving farming community. This sense of community spirit is still at the heart of the village today.
